Context Target is a temporary storage buffer which stores a data file during the life cycle of the process flow execution. It persists in the process contexrt. So when a file is picked up from a source location and if you want to integrate this file in a workflow task then you would need a Context Target to store the file and which the Workflow task will then automatically attach in the form.
A Context Target is required only when an external document needs to be integrated into a workflow task. If the document is being attached from within a workflow task and needs to be routed to another Workflow task then Context Target is not required.
