Migration Utility can't connect backend database

Error:

Following the instructions in the deployment guid (Select Offline Migration option in Migration Utility. “Skip configuration file” should be enabled.) I get the error in the screenshot below. I can verify that the tables in the configuration database were created at installation of the software. I selected use MSSQL as the backend type and populated the setting during the install wizard.

Not able to connect to backend database. Reason: The TCP/IP connection to the hose:, port 1433 has failed. Error"null. Verify the connection properties, check that an instance of SQL server is running on the host and accepting TCP/IP connections at the port, and that no firewall is blocking TCP connections to the port.".

Cause:

The migration utility is not being executed with proper permissions

Solution:

Run the migration utility as an administrator
