Unable to open developer guide

I am facing one more issue. Unable to open developer guide. I am able to see admin/business guide. But just not the developer guide.

Help->Developer guide gives me:

  It appears that if internet options -> security -> Enable protected mode is not checked then the developer guide won’t open
  I could open the guide after enabling protected mode.
